Terms and Conditions

Please read these Terms and Conditions ("Terms") carefully before using Public Forum (the "Platform"). By submitting a question, voting, or otherwise using the Platform, you agree to these Terms.

1. What Public Forum is

Public Forum is a civic question-and-answer service that hosts town halls and public forums organized by various independent organizations, offices, or committees ("Event Hosts"). Each event on the Platform is created and moderated by its own Event Host, who is responsible for reviewing submissions, publishing responses, and running that event.

2. Submitting content

By submitting a question, you confirm that:

  • The content is your own and, to your knowledge, accurate;
  • It does not contain hate speech, threats, harassment, defamatory statements, or unlawful content;
  • It does not include another person's private or sensitive information without their consent;
  • It is not spam, promotional material, or unrelated to the relevant event.

Event Hosts and their moderators may approve, reject, or remove any submission at their discretion, for any reason or no reason, including content that does not violate these Terms.

3. Public record

Approved questions, along with any name and location provided, and any published response, become part of a public record associated with that event. This content may remain publicly visible after the event concludes. You should not submit information you do not want to be public.

4. Anonymous submissions

You may submit a question without providing your name. Choosing to submit anonymously does not guarantee complete anonymity in all circumstances (for example, standard technical logs may still be retained by our infrastructure providers as described in our Privacy Policy), but your name will not be displayed publicly.

5. Voting

Our voting system is intended to reflect one vote per question per device. Attempting to manipulate vote counts (for example, through automated tools, multiple devices, or repeated clearing of browser data to vote again) is prohibited and may result in votes being disregarded or access being restricted.

6. Third-party links and services

The Platform may link to independent tools operated by Event Hosts or their partners for purposes such as event registration or logistics (for example, IntraForms). These services are operated independently, are governed by their own terms and privacy policies, and are not controlled by Public Forum. We are not responsible for the content, availability, or practices of any linked third-party service.

7. Intellectual property

The Public Forum name, logo, and platform design are the property of their respective owners and may not be used without permission. By submitting content, you grant the Platform and the relevant Event Host a non-exclusive, royalty-free license to display, reproduce, and archive that content in connection with the event and the Platform's operation.

8. Disclaimer of warranties

The Platform is provided "as is" and "as available," without warranties of any kind, whether express or implied. We do not guarantee that responses will be published within any particular timeframe, that all submitted questions will be addressed, or that the Platform will be free of errors or interruptions.

9. Limitation of liability

To the fullest extent permitted by law, Public Forum and its operators will not be liable for any indirect, incidental, or consequential damages arising from your use of the Platform, including reliance on published content or responses.

10. Termination of access

We reserve the right to suspend or terminate access to the Platform, for any user or Event Host, for conduct that violates these Terms or is otherwise harmful to the Platform or its users.

11. Governing law

These Terms are governed by the laws of the State of New York, United States, without regard to conflict-of-law principles, except where mandatory local law provides otherwise.

12. Changes to these Terms

We may update these Terms from time to time. Continued use of the Platform after changes take effect constitutes acceptance of the revised Terms.
